Gianni The Virginia Circuit Court petition says, "in all criminal prosecutions the accused shall enjoy the right to a speedy and public trial by an impartial jury of the state and district wherin the crime shall have been committed." This quote tells what should be happening but isn't. The accused in this case did not have an impartial jury because there was clear evidence to put him and jail and he wasn't. Every person that testified said they saw or heard Mr. Watson beat Medley and then shot him. Dr. Watson also turned himself in after committing the crime. He clearly should have been put in jail but wasn't. This shows that the Southern law is not impartial and still and almost always sides with the whites. Lincoln's Plan should have addressed the opposite of impartial criminal system.

"...all persons put under military arrest... shall be tried without unnecessary delay, and no cruel or unusual punishment shall be inflicted... no sentence of death... without the approval of the president" -document F of "an act to provide for the more efficient government of the rebel states March 2, 1867" This shows the leniancy the North showed towards the south. They would not try any of the people with "cruel or unusual punishment".
"That all persons born in the United States...are hereby declared to be citizens of the United States...every race every color, without regard to any previous condition of slavery or involuntary servitude, except as a punishment of crime whereof the party shall have been duly convicted, shall have the same right...as is enjoyed by white citizens..." [#][#][#] Use to show that the north was trying to help the black people have equal rights, such as a fair trial. It also shows that there was a problem before because they wouldnt have to make a law if there wasnt a reason. Clearly there was still racism and tension in the south even after the Civil War.
"such tracts of land within the insurrectionary states as shall have been abandoned, or to which the United States shall have acquired title by confiscation or sale, or otherwise, and to every male citizen, whether refugee or freedman, as aforesaid, there shall be assigned not more than forty acres of such land, and the person to whom it was so assigned shall be protected in the use and enjoyment of the land"
This rebukes the argument that Lincoln did not do anything for the slaves and only cared about preserving the Union. This also shows that Lincoln's plan was practical and took practical steps.
